Monday morning outside of Bloemfontein, Mr. Johan 'speedy' Kijknoord thought he was being highjacked because a man jumped in front of him in the road, only to realize split seconds later that there has nothing to worry about, it was merely a 'spietkop'.
The officer, whom we will not name because he is under investigation for his actions and might be fired or even sued for bringing his unit's honor is disrepute, told Mr. Kijknoord that he traveled 46km/h faster than the legal limit. The officer then proceeded to prepare the necessary paperwork to have Mr. Kijknoord arrested and taken to the station, where he must pay his bail amount of R3000 before he can be on his way again.
To Mr. Kijknoord's surprise, he was never given the chance to bribe the officer. The Officer didn't follow normal protocol to give the accused an opportunity to redeem his wrongdoings before he is branded with a lifelong criminal record. Mr. Kijknoord said when it was clear to him that the officer is acting abnormally he confronted him with the default amount. According to the official Metro Police website you have to pay a bribe of at least R1000 if you traveled 40-50km/h faster than allowed. Mr. Kijknoord said he was willing to pay this bribe or even more if needed. Mr. Kijknoord's lawyer says that they will approach the Free State high court to have his sentence overturned because he was never afforded the opportunity to bribe. They are still considering charges for negligence by the officer that caused Mr. Kijknoord enormous stress and anxiety.
